Avoid false positives in bytecomp docstring width warning

* lisp/emacs-lisp/bytecomp.el (byte-compile--wide-docstring-p):
Ignore more function argument lists.
* test/lisp/emacs-lisp/bytecomp-tests.el
(bytecomp-tests-byte-compile--wide-docstring-p): New test.
